Important Requirements
Local Law 196 requires workers and supervisors at most NYC construction sites to earn an SST card by completing a series of DOB-approved Site Safety Training courses. As of March 1, 2021, both supervisors and workers need an SST card to enter any New York City jobsite with a Site Safety Plan.
If candidates are new to the NYC construction industry, they must complete a 10-hour OSHA class before their first day on the job. They will then have six months to complete an additional 30 hours of courses and earn the SST Worker card.
To participate in these course packages, candidates must have a reliable high-speed internet connection and a functioning webcam. Camera access is required for biometric identity verification, and candidates will also need to upload a valid government-issued ID. Failure to allow camera to take a photo and uploading the ID will disqualify the candidate from becoming eligible to receive an SST card.
Upon successful completion, candidates may qualify for a Site Safety Training (SST) Card, provided their OSHA 30 certification is valid (issued within the past 5 years) and can be verified. Cost of the SST card is included in the price of the package.

Regulatory Information
Under Local Law 196 of 2017, workers involved in construction and demolition on sites overseen by a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager are required to complete 40 hours of safety training. This includes OSHA 30 training along with the additional 10 hours of SST courses included in this package.
SST Card Verification Process
To issue your SST card, we must confirm your OSHA training credentials. If you intend to apply for the SST card, please email a copy of your OSHA 30 card (front and back). Verification can take up to 5 days, so submitting your documents early will help prevent delays.
Training Requirements
- Full attendance of all online sessions is required
- Compliance with facial biometric monitoring for attendance tracking
- A minimum score of 70% on the final written assessment
- Completion of the course evaluation form

Yes. Upon successful completion of the course, you will receive an official OSHA DOL card via mail. Digital completion certificates are available immediately, while the physical card is typically delivered within 2–4 weeks.

How long do I have to complete the course?
You have 180 days from the time of enrolment to finish the course.
